For the salmon: heat 2 tablespoon olive oil in a large skillet over medium heat; while oil is heating, combine 1 tablespoon olive oil, garlic and chili powder together in a bowl and brush on both sides of salmon.
Place salmon skin side up in skillet and cook until salmon is easy to flip, approximately 5 minutes.
Flip salmon and cook on other side for an additional 5 minutes or until salmon is easy to cut with a fork.
For the salsa: combine ingredients in a bowl (if not already warm, be sure to warm them up).
Place salsa atop salmon, add salt and pepper as needed.
